Policy on Core Contributor Grant Renewals

Procedures for renewal of Core Contributor grants should be the same as for the initial grant. In particular, a vote under the same terms as the initial grant should still take place.

In addition, renewed Core Contributors need to agree to their renewed responsibilities as specified in OGB_2009/007.
